not really a bug but more probably translation issue.
when you look at the requirements for the T4 upgraded Inf/Art/Tank it says that you need to research ALL unit types to level 10 .
obviously you only need to research one unit type to level 10 (attack and defense) to get this upgrade.
it has caused some confusion on S1 as some may not restrict research to one type thinking that they will not get the upgrade they may want untill all levels are at 10
