when i sign up and i try to deploy my army it says my army cant reach that city?

Then there are 2 possible reasons: City is to far, so your energy is not enough. If thats the case make an stop on earlier city your alliance own and let your hero rest a bit before continuing.

Second reason, well maybe you just dont have enough gold for travels(Bigger armies take quite a lot of gold to travel and even more for fighting.)
