2. Is my Mansion/Annexe level enough for a space of 1 city?
3. Do I have the sufficient resources for it?

WRONG!!! You don't need to have to meet CV requirement for next city.

You just need Annexe/Mansion in your city with space for 1 more city and you can train 1. If your Mansion in lvl 20 and you only have 1 sub city from it, you can train 2.

You can only build either 1 lobbyist either 3 pioners in mansion/annexe. If you have already built pioners than you have to upgrade ur mansion/annexe.

My impression about you as girl with no common sense in practicly every reply she makes.
