Does level 10 career center in Sub cities allow more regular heroes to be hired?

I have 3 cities now and each city has level 10 career center, why is it that I can only hire a max of 5 regular heroes?

I'm upgrade my governor house to level 5.
It said that I will be able to do more command.
But no new command appear.
And I can't order building from 2 becoming 3 also

I wonder what is the function you upgrade governor house to level 5, when its not better than still in 1

why does superior epic hero's callback must use gold???
some times we can't FS hero due to electricity off, etc.
plz give another way to callback fled hero, coz in my country (indonesia) it's to expensive to buy gold/kcoin, can we use another exchange kurs beside dollar's????
