Advise hero

Have the advise hero function only show the heroes in the city that you are in or allow to advise from any city once a day. The heroes all have names and unless you rename them city name 1,2,3,4,etc. it is difficult to remember where the heroes are. In TKO you can advise by city, also don't need tons of heroes since have messengers.

If you attempt to advise a hero in your other city it says you can only advise once per day, even though that's not why you can't advise the hero -- bug!
